The report examines the issues of organizing the use of historical and cultural monuments in the Russian Federation. In Russian conditions, an important role can be played by the territorial organization of the use of cultural heritage objects, based on the principle of building a cultural framework. The basis of the framework is museums-reserves, as one of the most attractive objects associated with the presentation of cultural heritage and at the same time as the most effective economic structures for its use.
The frame structure allows combining large historical cities with small rural settlements and forming a hierarchical system of cultural and tourist centers of various ranks. Such a cultural framework represents in one structure different types of heritage objects (from archeology to intangible cultural heritage), it forms the structure of future tourist routes and, very importantly, allows you to take into account and use the heritage of even small historical settlements. Individual museum-reserves have been able to become real economic leaders in their region, and with a competent strategy, they can act as a kind of driver for the development of the local economy.
