Context of Research Project within a Subject of Human Capital
In the context of growing demand due to import substitution, the withdrawal of foreign companies from the Russian Market and the high workload of the military-industrial complex, the shortage of personnel at enterprises may become one of the key factors reducing the possibilities of the economy. The availability of qualified personnel at enterprises is a key condition for technological sovereignty, which is no less important than equipment and technology. Especially important in conditions of instability of the external environment and economic shocks is the development of Human Potential at the level of senior managers, who are responsible for anti-crisis measures and determine the long-term development strategy of companies, including the development of human resources.
An empirical assessment of the shortage of personnel for various groups of enterprises, taking into account their market position, technological level, investment activity and innovation potential, will be the ability to develop effective solutions in the field of industrial and labor policy, as well as a more accurate adjustment of the education and vocational training system, intra-corporate training to the demand from the labor market and will demonstrate to enterprises the key areas of development Human Capital of various categories of workers.
The research project "Increasing the Contribution of Human Capital to Economic Growth Through the Development of New and Non-standard Employment Formats" focuses on key and important sectors of the real sector of the Russian Economy and is based on a rich array of data over the past 20 years. This will allow not only to assess the scale and severity of the personnel shortage, separating real problems from subjective statements and sentiments, but also to show how the Human Capital of enterprises and of top management is related to various internal and external factors.
Project aim:
An empirical assessment of the Human Capital of top management of Russian companies, as well as the Human Capital of companies in the mining, processing and construction industries, considering the heterogeneity of enterprises and the various effects of economic and political shocks on them
Project Objectives:
- Analysis of opportunities to increase the contribution of Human Capital to the economy through the development and introduction of new and non-standard forms of employment, as well as the development of practical recommendations for authorities to optimize the regulation of labor relations and the development of Human Capital in the context of a new normality of labor relations
- Identification of common and specific problems of shortage of personnel in industry and construction in various types of settlements (metropolitan cities, regional centers, small towns and rural settlements) for individual groups of workers
- Development and testing of methodological tools and conducting two rounds of Monitoring the Human Capital of Russian enterprises
- Identification of effective strategies for solving the problem of personnel shortages in small, medium and large businesses

Digital transformation and adaptation to the consequences of the COVID-19 pandemic have become catalysts for the spread of non-standard employment formats in Russia and the world. This process is already irreversible, despite the end of the pandemic. It can make a positive contribution to the development of the economy and society by increasing the contribution of Human Capital, but this will require overcoming several barriers.
